What Do Star Ratings Measure?

Every fall, the Centers for Medicare and Medicaid Services (CMS) evaluates Medicare Advantage and Medicare Part D plans on quality and awards a Star rating between one and five Stars based on their performance. A plan with a 5-Star rating is considered excellent. You can use these ratings to compare plans available in your area and pick a plan that offers the quality you can trust.

Medicare measures five critical areas to assess how well each Medicare Advantage plan performs. These categories include:

Staying healthy – access to preventive care like screenings, vaccines, and physical exams.
Management of chronic illnesses – availability of programs for managing chronic health conditions and access to recommended tests and treatments for long-term health issues.
Member experience with the health plan – overall member satisfaction with the plan, including ease of securing needed healthcare, such as scheduling an appointment to see a doctor or getting prescription medications.
Member complaints – frequency of members experiencing problems and leaving the plan.
Customer service – availability of foreign language interpreters, TTY service and timely enrollment and appeals processing.
